Several Points you can consider;

1) Your management seems to feel that you are qualified for the position.

2) You are being given an opportunity to LEAD a group of technical
writers/editors/documentation specialists.

3) You are being given an opportunity to expand your value to yourself and
to your company.

4) The expanded role of the department is being placed in your hands.

5) You are being asked to help direct the company into new areas.

Think outside the box!

Unless you want to limit yourself to one aspect of the "Technical
Publications" sphere of influence, you should take the position.

Personally, I would jump at the opportunity.
