Depends on context. You'll often see the double quotation mark (note:
not curly quotes!!!) used for inches in more technical material, and
the word used in material for a more technical audience. It's not a
hard and fast rule, but a useful one: people who routinely work with
measurements will be familiar with the symbol or abbreviation,
whereas those who don't will benefit from using the more familiar word.

As for hyphenation, the rule is that you only link the numeral and
the units with a hyphen if the two serve as a compound adjective.
This: "the 1-m-tall post is 1 m tall".
