My company's style guide says,

"Begin with the first location, move to the second, an so on. For example,
'From the files panel, select the import subpanel.' Do not say 'Select
the import
subpanel from the files panel.'

The reason, like others have stated, is the purpose is to guide the user
through tasks in the order that he or she would be doing them.

I don't much like the way it sounds, but I agree with the purpose.
