I totally agree that you need business requirements on your A2 project. Not so sure about the legacy app unless you plan on doing some new development for it.
You're not developing the A2 project in a vacuum. If it's a product that other people are supposed to use--other than the people who are coding it--you need to understand the who, what, when, where, and why of their activities. Understanding this brings you closer to developing something that will meet their needs. Without that, you're just taking shots in the dark. There's a place for business analysis even in agile development environments.
