If your help system will be used on Vista operating systems, I would
stick with the standard WinHelp.

As Sean mentioned, WinHelp requires the use of a DLL for its
enhanced functionality. By default, registered routines are not
supported by the Winhlp32.exe download provided by Microsoft.
Your users would need to edit their registry for the help system to
use the DLL.
