Based on my limited personal experience with this, I would
say it depends greatly, if not entirely, on what kind of track
record and conact list you have as a writer. During my brief
periods as a "between positions" contractor almost all of my
work came through networking. There was plenty of work,
but very little of it was advertised, as almost all of the clients
worked primarily with people they'd worked with before or
who were referred to them.
