Perhaps not from an internal SW POV, but users who
suddenly find themselves faced with new names on
buttons, menus and dialogs they've known for years
may have a different view.
I work with a (non-writing) niche app that underwent
a major UI redesign in 2005 after some eight years
without any major changes. The uproar from existing
users during the beta was so intense that the released
version contains a command that will close down the
new UI and bring up the old one.
