I'd never claim that certification should be required anywhere. There
are too many writers who have the knowledge and experience to be
successful in even the most taxing situation. I've never said it
should be and never will.

However,

1) It paves a path for those who want to know that they are a
well-qualified technical communication professional comfortable in
almost any situation from a proven accepted perspective, not just an
ego perspective.

2) Lets the hiring authority know that the person can take on a
complex writing environment and won't give a blank look when
presented with a concept not immediately related to pure writing.
