In my experience, the easiest way is to have an additional row at the top and the bottom of the table,

You would 'turn off' the 'border' on three sides, and leave the other line on

How do you assign a margin before and after a table? In Framemaker, you
can assign it just as you do a paragraph (Space before: 6 pt. -- like
that).

That seems the simplest way to set tables off from the surrounding text.
Is there something similar in Word? I've dutifully searched the online
help and don't find anything.

One way is to create and use styles like 'Table before' and 'Table
after' that can provide the exact spacing you want.
