Heuristic? Heuristics? Thing is, this word, I fear, is too fancy and long
for what you are trying to do. You say that you are 'documenting' a
particular set of rules. I will say that I think that your original ('How
Rule Levels Take Precedence') is a good attempt. A more applied way of
saying that might be something like 'How to Apply our Rule Levels' or 'How
to Apply the Rule Levels'. Or even 'How one rule can override a different
rule'.

called? If it was hardware, I'd call it interrupt levels. But

but that seems both wordy and vague. There surely is a term for this, but
