I suggest deployment of Trunk Monkeys with each template. If anyone
attempts to misuse the template...*WHACK!* - The Trunk Monkey
eliminates the problem. One display of the awesome power of a Trunk
Monkey in action should take care of your problem.

Seriously though...

There are not many options when it comes to "dumb-proofing" a
template. You would be better off actually writing a software wizard
to generate a "document".
