I agree with you. I have known "tech writers" who are excellent word
processors and expert MS Word users. But, they have no clue about page
layout and design; grammar, syntax, and style; audience and needs
analysis; or anything else that distinguishes a technical writer from a
typist.

Try $65/hr here in the Portland, Oregon area and even that is not top of
the scale -- and yes, we do have those who will accept $20/hr here as
well. Generally speaking, you don't want to hire the $20/hr folks
because they know so little.
