Several of you have suggested that I read Peter Hartman's book, Starting a Documentation Group, since that will be my task in my new job (which starts February 1).

Seems like the book is hard to find; Amazon can get a copy and ship it to me in 4-6 weeks. Before I order it from them, I thought I'd check here first to see if anyone had a copy I could buy--or just borrow--sooner. Please let me know, if you have a copy you can part with for a bit.

I did find a "starting a documentation group" overview by Peter Hartman on the STC website. I imagine the book goes into some more detail than the STC article, but the article was pretty good, too.
