I'm confused....Flare is used to develop Help and was developed by the same people who created RoboHelp. It is not a web design tool (I may be wrong here), so if your friend has volunteered to help someone with their website, why was it developed using Flare? I'm a damn good web designer myself, but I would never use Flare to develop a website (no offense to the people at MadCap). I would use Dreamweaver or some similar program.

That could be true, but when someone says "website" I don't see Help. I see Help as a component of some websites. Seems to me that developing and maintaining a "website" using a Help tool is like trying to cut a board using a Swiss Army knife. It will work, but why not use a saw? If you're maintaining a Help attached to a website, then that's different.
