Any recommendations for a reference book on technical
illustration?

Two recommendations:

As a general reference, "Information Graphics" by Robert Harris.
http://www.amazon.com/Information-Graphics-Comprehensive-Illustrated-Reference/dp/0195135326/

For some where-the-rubber-meets-the-road practical guidelines,
"Thinking Visually: Business Applications of 14 Core Diagrams" by
Malcolm Craig.
http://www.amazon.com/Information-Graphics-Comprehensive-Illustrated-Reference/dp/0195135326/

Okay, and a third recommendation:

For conceptual background on visual design to convey information,
everything that Edward Tufte has ever published on that subject,
starting with "The Visual Display of Quantitative Information."
