I'm not familiar with this particular jargon, but a quick Google shows that it's reasonably common. Didn't check this out in any depth, but the meaning seems to be a factor used to increase the importance of or time consumption by a chunk of code: it may be the same length as another chunk, but if it has greater weight, it will take longer to program (more difficulty). Treat that as sloppy research, since I'm currently avoiding work <g>, and know it, rather than formally trying to provide a rigorous answer. If in doubt, ask your authors how they're using the word, or follow up on some Google links to see if the wording makes sense.
