That's pretty much it, and they don't even have to be graphical.
The basic idea is user-configurable information readouts that
put critical data right in front of the user like the dashboard of
a car. The name was first used in the 1992 Windows 3.1
program of the same name (best known as HP Dashboard, not
sure if HP was actually the original developer or if they acquired
it from some smaller company), but the concept goes back even
earlier, to a late 80's x-windows program called twm (tabbed
windows manager, sometimes called "Tom's windows manager"
after its writer). As with many "old-time" utilities, they are both
currently being ignored by fans of Apple and MS as they argue
with each other about who stole this latest "new idea" from whom.

look it up in Google, I get lots of software-selling type sites, but
no really good general idea of what the term encompasses. They seem to
