TechWhirl (TECHWR-L) is a resource for technical writing and technical communications professionals of all experience levels and in all industries to share their experiences and acquire information.
For two decades, technical communicators have turned to TechWhirl to ask and answer questions about the always-changing world of technical communications, such as tools, skills, career paths, methodologies, and emerging industries. The TechWhirl Archives and magazine, created for, by and about technical writers, offer a wealth of knowledge to everyone with an interest in any aspect of technical communications.
The Tactical Technology Collective has launched the next edition in
it's NGO-in-a-box series, the Open Publishing Box. The Open
Publishing edition of NGO-in-a-box is a toolkit of free and open
source software, tutorials and guides for producing, publishing and
distributing content. The edition, produced by Tactical Tech in
collaboration with iCommons, is aimed at small to medium sized non-
profits, independent media organisations, free culture creators and
grassroots journalists with a particular emphasis on those in
developing and transition countries.
The contents of the toolkit were selected by an editorial team made
up of leading international practitioners working in DIY publishing,
free culture, technology for social justice and the development and
deployment of free and open source software.
The Open Publishing Box covers the following areas:
* Desktop publishing
* Graphic design, fonts and image manipulation
* Web publishing including wikis, content management systems and
blogging
* Citizen journalism and participatory media
* Open content licensing and the commons
The Audio and Video edition of NGO-in-a-box is a toolkit of Free and
Open Source Software (FOSS), documentation and tutorials for NGOs,
non-profits and media activists.

Subject: free or open-source tools
If you missed the December 2006 issue of intercom, here are some good free or open-source tools for
technical writers (Merry Christmas!):
Dia (www.gnome.org/projects/dia/) - claims to be similar to Visio.
GIMP (www.gimp.org) - claims to be similar to Adobe Photoshop.
Nivu (www.nvu.com/index.php) - claims to rival FrontPage and Dreamweaver.
There are many others listed in the periodical, however these are the three I am testing.
