Does anyone know if a requirement for translated or multilingual documentation can be met by the substitution of icons, paired with the removal of anything in English?

I try to *test* the documentation I write, especially if I think that it's intended for use, rather than merely being an item on a bureaucratic check-list. These icons cannot possibly have been tested on an appropriate audience under appropriate circumstances. "Conserve oxygen by not farting," indeed!
