Word or OpenOffice Writer could convert the files to
HTML, but both do a poor job in the conversion, so it
would be be a good idea to clean up the pages in an
HTML editor, or copying the files to na HTML template.
Arachnophilia (www.arachnoid.com) and NVu
(www.nvu.com) are two free HTML editors. Arachnophilia
is better.

It appears that there are two free HTML Help programs
Shalom Help
http://www.danish-shareware.dk/soft/shelpm/
and HelpMaker http://www.vizacc.com

There are many free help authoring tools listedon
SourceForge.net, But I don't know if any work yet.
