There's also the free Screenshot Captor. It allows you to blur, grey
or dim (or all 3) outside the selected area, or blur inside the
selected area. Also allows addition of shadows. It has limited
mask/frame/tearoff capabilities.
It also has several different modes of capturing screenshots, many of
which use the PrintScreen key with other modifier keys - and I find
this easier to remember than other hotkey sequences.
