Elizabeth,

I hope you will consider the tool that my company produces, HyperText
Studio. It is a wysiwyg tool that can create websites, help files, browser
based help and printed documents.

It is already very inexpensive but to celebrate 15 years of development of
this product, we have a special in November where the Professional Edition
(normally $349US) will be available for just $99US!

If I can be of any assistance please let me know.
