This actually sounds like many (if not most) of the technical writing jobs
I've been called into -- somebody has sixteen banker boxes full of papers
and they'd like you please to "make it look pretty". After sweat and
struggle and great gnashing of teeth and pulling out of hair (mine and
sometimes that of the SMEs), the customer has an organized and useful
manual/handbook/website/ filing cabinet -- often with a Bill of Materials
that was lacking because somebody put together the complicated machinery
before they noticed that one had not been supplied but never fear, the tech
writer can crawl underneath and then stand on her head to read the part
numbers without taking it apart again.

And when we ask for a salary more reflective of our professional services,
it's "What, more money? You didn't create anything, you just made it look
pretty." Sigh.

On a lighter note, I found a very nice little program called "Brainstormer"
from Q-Skills. It's very easy to categorize ideas (or lists of
seemingly-unrelated documents), change those categories around, and even
structure them in a cause-and-effect (relationship) diagram for those
managers who just go glassy-eyed when confronted by lists. Free download is
still available from http://www.qci-intl.com/June06ttt.htm .
