What she has done wrong is run off stupidly at the mouth. In the
event that a candidate who did not fit her preference but who
could present a credible argument that he or she was more qualified than someone who did fit the preference and got the
job got wind of her statement, it might be tough going convincing a jury that she had not applied her preference in
hiring after voicing it aloud. A jury cannot read the thoughts of the parties in a lawsuit, but can usually understand their
words.

She has a preference. She can prefer anyhthing she wants. She can
even proactively recruit what she prefers. However, as long as she
treats all resumes eqaualy when they are infront of her, she's done
nothing wrong.
