I did internship as part of my Master's program, but I had previous jobs where I wrote even though the job title was nowhere near "Technical Writer."
IMO, internships and other cheap/free writing/editing/designing are ways to build up your portfolio and references. It's a way to say "See, I can DO this stuff!"
