Peri:

Take a look at the Author Tools Template from the Editorium
(http://www.editorium.com/freebies.htm). It doesn't "lock out"
any styles, but it does make certain styles (including "Normal")
show up as bright red in order to discourage use of non-approved
styles. Perhaps you can use something similar.

You're unlikely to have any success "forcing" your coworkers do to
anything; in my opinion, the only way you'll get them to create
documents that conform to your company standard is to patiently
show them that it's EASIER and FASTER for them to use the styles
you provide rather than formatting every paragraph on-the-fly.
