If you use WWP or WWeP to prodice HTML-based stuff from FrameMaker source,
you can choose to omit content tied to particular paragraphs.
Thus, if you use dedicated anchor paragraph tags for your graphics, you can
omit graphics anchored on tags of a certain name if using WWP and without
using conditional text.
Also, I have markers, index markers, cross-reference markers, and custom
markers in my FM paragraphs. Putting anchors for frames in their own
paragraph helps me visually keep this stuff sorted.
That being said, whatever works for you: know your audience.
