Hmm. Antiquely naive and slightly newer naive. Often I'm looking
at Google's cached HTML rendering of a PDF. A copyright notice, if
there is one, may possibly appear on the pages I view. Or it
more likely won't.

There is no solution that transcends all storage, transfer,
abstraction and rendering methods. To make such a thing would
require incredibly restrictive legislation, presumably by a
World Body of Law; thus far such entities (League of Nations,
UN, CODASYL) have been mostly toothless.
