Hi Jeff:

One more suggestion for finding work for a portfolio: there is plenty of
open source software around that is begging for help documenting and
updating their software. 

Try OpenSource.org, and see what they might have. There is a list of
companies here: http://www.opensource.org/docs/products.php but
contacting someone directly at OpenSource about doing some "free" tech
writing might get you a foot in the door with someone. 

Or, how about writing for one of the Wiki's? (Do a screen print or print
a PDF of your writing in case someone "edits" your work.)
