The only Open Source solution for screen capture (assuming
you're in Windows) is to do a PrtScrn and then paste the
contents of the Windows Clipboard into GIMP (or similar) and
edit accordingly.
The GIMP has a built-in screen capture facility, at least in the
Linux version (I don't have the Windows version here to check
right now).
I haven't used it, but I work with people who use it all the time
and really like the fact that the screenshot goes automatically
into their image editing program. They get good results.
