Unfortunately, this is perfectly "normal" human
psychology. It's always the sexy, attention-grabbing
things that get all the money while the merely
sensible/necessary get short shrift. I wouldn't mind
this bassackward way of thinking except for the fact
it crops up in the places we work. How many time have
you see the management spend tens of thousands to buy
modern workstations, and then they won't spend $30 to
buy a UPS?
So you've found that people with overinflated
self-images are willing to drop large amounts money on
you if you says you'll help them publish their stuff.
And your complaint is what? :-)
