Tool Selection

Next week, I start a new job as tech writer for a small software company.  I can select the tools of the trade for printed docs, online help, and web pages that support a database application.  Is FrameMaker the best choice for large, multiformat docs, or has another product taken the lead?  Any recommendations for WYSIWYG  web design application for PC-literate person without much IT or programmer support?
