>From a quality control perspective, it might be a good idea to track
changes to output files. It is likewise a good idea if the contents in
source control roll directly into a build. Otherwise, I tend to log the
project files only in source control.
Typically, developers don't log executables in source control. Help
output files are TW's executables. Like developers, I'd be more
concerned about tracking changes my source. In your case, however, this
is all moot since topics/pages (assuming they are HTML-based) are both
source and output.
Anyway, I'd log them in VSS.

In the process of evaluating new Help Authoring tools we were asked to
put the Help under Visual Source Safe. The application developers seem
to think that each topic should be a configuration item. That hasn't
been my past experience with either documents or online Help. What do
you think? Do I need to be able to identify the changes to each
topic/page? We will still archive and control the entire set.
