That is exactly what we should be doing. Search engines are increasingly looking for keywords in the content rather than the metadata of each web page. Unfortunately, it engenders a more artificial way of writing. Rather than starting with the user in mind, you have to start with Search Engine Optimization in mind, unless you don't care about how it is searched. At some point there will be a harmonic convergence of how users think and how the web is organized, but I don't expect that to happen in my lifetime. :-)
