Back in the Bad/Good Old Days of winhlp I used to leave a slot for a
topic that each customer could modify.

These days using any of the modern help systems you could specify a page
that opened a specific external Word/PDF file that the customer or the
marketing guy could edit. I supplied a placeholder document, and gave
them instructions on where to put the file and what to name it.
Unfortunately this didn't let them insert keywords, but it beat nothing.
