Bullet items that are written as sentences (noun and verb) start
with a capital letter and end with a period. Bullet items that are
sentence fragments (typically lacking a verb) start with a
lower-case letter and have no terminating punctuation.
Umm, no. Those a choices made in a style guide. You may choose a style that starts fragment bullets with a lowercase letter, and others may choose a style that caps them. Similarly, you may choose to end fragment bullets with no terminal punctuation while another may choose to punctuate a list as if it were a sentence that just happens to have bullets interjected, with semicolons after every item but the last and a period after the last.
There is no one best way other than to follow the general rules of parallelism and consistency.
