We called them "quick reference guides" or just "quick guides" and our 
end-users loved them. It was simple: problem, solution, illustration 
(where appropriate); one per spread.

I presume that is what you are talking about.

I've been tasked with designing some rapid response materials for one of
our programs. I.e. "When the phone rings and the automated message is
saying X do Y. etc."

In the past I've seen narrow, little wire-bound booklets with sticky 
tabs
designed to be stuck to the side of your monitor for easy access.

I'd like to design this type of thing as part of my rapid response
materials, but I am having a heck of a time getting the print shop to
understand what I am talking about and am wondering if anyone here 
knows if
these things have an offical name or know what it is. Kind of like forms
with stickers or tear-off cards are commonly called integrated forms.
Little booklets with sticky tabs designed to attach to the side of your
monitor are called...
