For a newsletter, my hands-down choice, over Publisher, PageMaker, 
InDesign, Quark, or anything else would be Scribus. Of course, it runs 
on Linux. I can't think of a better time or reason to make the switch 
and try out GNU/Linux if you haven't already. Mandriva's distro 
especially is a piece of cake for a seasoned Windows user to adjust to.

Linux: zero dollars

Scribus: zero dollars

Easily producing a quality newsletter: priceless


Whatever you do, under no circumstances should you use M$ Word to design 
a newsletter. It's not a design program, and I assure you (from personal 
experience) that you'll be tearing your hair out in no time.

You're going to face a learning curve of some sort whatever software you 
choose, so I hope you'll give Scribus consideration.
