You said you were using RoboHelp build tags to filter out information. Change your approach (your way of thinking about how you're building the help) so that your tags indicate topics to include. If I remember correctly, you can use more than one build tag for each topic and tell robohelp to use more than one build tag when you generate the help. This should allow you to tag topics for specific releases, specific clients, what have you.
