I have used both, and I have a personal preference for
OpenOffice. I think that it would be easier to update
files link that way in OOWriter, but either program
would do what you want to do. If people who are
unfamiliar with Framemaker will be doing the updating,
then they might find it significantly easier to use
OOWriter.
