Going from Bill's post, I received my BS in Sci & Tech Communications from
the University of Minnesota. The degree field is in the Department of
Rhetoric. A large number of my courses had 'rhetoric' in the course name.

Rhetoric is the art (or technique) of communicating effectively. Kinda
sounds like technical communication.
