Hi there,
For a person in your position, I feel, a two pronged approach is the best possible option. Firstly, you should consciously try to improve your writing skills, which include your grip over the language. For this, get hold of some good books on grammar and burn the midnight oil over them. Crash courses usually take a lot of your money but give precious little in return. Again, it depends on how much spare money you have. But this approach is only meant for self enhancement. You need something more to attract the attention of the recruiters.
For this, you have to do some research and see what recruiters in the market are looking for, in terms of academic qualifications in Tech Writers. My experience says, that they can ask anything, from a technical degree to a degree in Mass Communication or a Post Graduate degree in English. In one case I even saw a company looking for Tech writers with a degree in Psychology !!
I hope this helps.
