Check the U.S. Government's General Services Administration Web site
http://gsa.gov. The government buys translation services all the time
and maintains a list of gsa-approved contractors whose prices are (must
be) competitive.

Does anyone know, or know how to find out, what the going price for 
translators is? I need to have someone to translate technical documents
into 
French and German from English. I know there are some translators that 
advertise on elance.com, so I will look there as well.
