Creating custom toolbars

I used to be able to create custom toolbars (Tools > Customize > Toolbars
> New ...) in MS Word 2003.
Now, when I click on ...New, and supply a name, and click OK, nothing
happens. No new empty toolbar appears as it has in the past.
Does anybody have any ideas?
