In the main proper User Interface design revolves
around one key issue: Minimizing the number of "skips"
and "jump to"s of web materials that the user must
perform in order to get the info that he/she needs.
And minization of "skips" and "jump to"s is all about
proper "chunking" - an analysis issue.

There is also a bunch of peripheral issues, such as
selecting idioms, but these issues are of much lower
priority.
