The RFC series of documents that define the Internet protocols
come in various flavours. They all start out as Internet Drafts.
On the standards track, the idea is to evolve through Proposed
Standard and Draft Standard to Standard. However, there are
lots of others not on the standards track, including a whole
set of Best Current Practice documents.

For all I know, other standards bodies such as IEEE or
ISO do something similar. It would be worth looking
there too.
