While the average may be correct, if it were referenced back to some work instructions, procedures, and diagrams, would the document correctly reflect the stated dimensions and tolerances?

I say yes, and I've faced down engineers on bigger issues than this more than once.

In my past line of work, I think the engineers would threow a hissy fit for not documenting the dimension as it is called out in the technical specifications...

I've had any number of engineers throw hissy fits; but once they've gotten that out of their systems, they've always ended up accepting my suggested simplifications/clarifications/corrections. Even the arrogant ones eventually look in the mirror and realize that, as engineers, their true nature is to embrace improvement.
