executive summaries in report

If you have an executive summary in a report would you say that you describe the purpose and methodology of the research to the extent that it is necessary to explain the findings?

Or do you see the executive summary just as "findings"?

What do you think about putting methodology in an appendix to a report and concentrate on just the outcome of your research in the "chapters"?

Obviously there is no right answer but I am interested in your views. Can you recommend a book or website or article about writing executive summaries?
