Regardless of the storage media....paper, tape, removable HDs, CDs....all have finite life spans.

This has been the subject of various projects sponsored by one government bureaucracy or another (National Archives? Library of Congress? Smithsonian? NIST?). The last one I recall reading about involved etching readable text at teensy sizes and high density on, IIRC, a glass disc. The basic idea was to preserve knowledge and transmit culture, not to preserve tags and hyperlinks.

What I'm thinking is that nobody cares much about anything that happened before their parents were born (and a majority don't care much about anything that happened before they themselves were born), so screw 'em. Let 'em rediscover and reinvent everything for themselves if they're so damn smart. Why bother preserving anything? We're all gonna die soon enough anyway.
