In the case of celebratory gunfire, call me old-fashioned, call me sexist, call me what you will (except late for supper, of course), but I'm gonna go with the presumption of maleness:

"Police hope the person who fired the shot will turn himself in to
authorities."

But if my editor were to reject that because she thought a woman might be the perpetrator--or if we were talking about an equal-opportunity crime such as embezzlement--I might change it to:

"Police hope the perpetrator will surrender to authorities."
